| Ministry Structure
As we described it earlier, the GCC was designed to be primarily a 'transparent' support organization. This means that the saturation evangelism and church planting efforts that we support are not known as GCC projects, nor are they administered by the GCC.
Purpose:
The GCC's participation in various saturation evangelism and church planting efforts generally involves the following. First, we offer significant financial support to help underwrite the outreach project's costs. Second, we help with the recruitment, coordination, and management of volunteers and/or the provision of paid staff as needed. Only in situations where there is not another ministry organization or church available or willing to lead such a project, does the GCC head up the effort.
- The GCC did not need to create a framework for global missions through saturation evangelism and church planting. It already exists through other established ministries and mission minded churches.
- The GCC is a service organization. We pledge to serve our God and all other Christians to the best of our ability.
- We will not dictate, but rather let others take the initiative. The GCC will only intervene if necessary to try to keep a particular project that we are supporting from failing.
- The GCC does not want to be in competition with any other Church or ministry organization. Our primary objective is to help get others into the mainstream of what God is doing.
Local GCC Chapters:
The GCC is working to establish an extensive network of local chapters throughout the nations of the world (for example: The Tennessee Great Commission Coalition; The Great Commission Coalition of Guatemala; The Great Commission Coalition of Japan, The Sydney Great Commission Coalition, etc.). These chapters will have local staff to network with the individuals, businesses, leaders, and churches in their respective geographic area. This networking will be undertaken specifically to help build unity. Information about various opportunities to be involved in saturation evangelism and church planting projects will be presented continually. The end goal is to build a support base for GCC sponsored projects from the local level, both in terms of financing and volunteers, through this networking and dissemination of information. GCC headquarters will help all local chapters to coordinate these activities.
- The GCC desires to help others fulfill their missions calling around the world.
- The GCC will help provide a support network to those already involved in, or that desire to become involved in saturation evangelism and church planting projects. The support network will assist both in terms of fund raising and the provision of personnel through volunteers and paid staff.
- The GCC was designed to help fill in the missing pieces of an outreach project. If staff for a project is available but funds are needed, the GCC will assist with funding. If funds are available but staff is needed, then the GCC will help provide volunteers and/or 'loan' the project additional staff as necessary. If partial funding and partial staffing are available, the GCC will supplement both as necessary to round out the project's requirements.
Service:
Financial and volunteer resources that are made available to the GCC are delivered as appropriate to the numerous outreach projects we support around the world. We consider our position to be one of responsibility, not of pride. Therefore, we do not ask to be involved in the management and operations of those projects. We ask only for an opportunity to help supply these resources to deserving saturation outreach efforts. The only public awareness that we need is from local Christian individuals, businesses, leaders, and churches like you. We need your commitment to unity, and your pledge to join us in support of these great endeavors.
Financial Integrity:
Great care has been taken to ensure absolute financial integrity within the operations of the GCC. To preserve the basis of this financial integrity, we respectfully ask all prospective contributors NOT to redirect any of their tithes to the GCC. We believe that all tithe monies, according to the Lord's instruction, are to be given in support of the local assembly or church (Malachi 3:10). The GCC understands that it may operate in a scriptural manner only out of the abundant generosity of the Lord's people through their offerings and other giving, which is over and above the Lord's tithe requirement.
The GCC commends all Christians for their faithfulness in giving. Through their tithes, the Church is able to minister to, and answer the many calls that it receives. We encourage all who are not diligent in these matters to seek God's direction, that they might more fully enjoy His blessings through their obedience. We ask only those Christians who stand faithful with respect to their tithes, to further exercise their faith by contributing to the efforts of the GCC through their offerings and other giving. We pray that the Holy Spirit will guide you in these decisions.
Sources and Uses:
All donated monies collected by the GCC are used in one of three ways:
- to help pay for the project expenses and personnel costs of GCC supported saturation evangelism and church planting efforts
- to help minister to the physical, and spiritual needs of the people that are otherwise evangelized through GCC supported outreach projects
- to help pay the operating costs of the GCC ministry network
The GCC is funded by donations and contributions support from the following Christian sources around the globe:
- Christian Individuals
- Mission-Minded Churches
- Other Christian Ministries
- Christian Businesses
- Christian Foundations
To help raise additional funds for programs that minister to the physical or spiritual needs of those we evangelize, the GCC also contracts with private, professional fundraising groups to solicit philanthropic donations through various businesses, corporations and high-net worth individuals worldwide. In particular, these groups solicit contributions from those that do not profess a Christian faith. We do this because all of the resources on this earth belong to the Lord. We believe that just because certain resources are not initially found to be in the hands of His redeemed, that does not limit the Lord from using them to further His Kingdom.
GCC Scholarships:
One way in particular that the GCC helps to provide volunteers and staff to an outreach project is through the use of scholarships. Through our local chapters, we work to identify individuals who desire to work as a missionary on a short-term basis, whether for a week or perhaps for six-months or more in a GCC sponsored saturation evangelism or church planting project. From time to time, we find that students and other adults have the time and willingness to serve as a short-term missionary, but do not always have sufficient financial means to do so. The GCC provides scholarships to support these mission-minded volunteers. Volunteers receiving GCC scholarships typically enter the mission field through their own denomination, church, or other missionary sending agency. This generally increases each individual volunteer's level of personal accountability and oversight while on the mission field.
Designated Funds:
Although the GCC recognizes that some prospective contributors may have a special burden to see specific geographic areas and/or people groups evangelized, the GCC does not accept designated or restricted funds. The GCC's Board of Directors takes full responsibility to direct the placement of all funds and other resources according to God's leading. We ask that prospective donors and contributors respect this structure. The GCC's Board of Directors are Godly men who spend much time in prayer seeking God's direction for the use of GCC resources. We find that, because God rarely reveals His plans fully to man in advance, we must operate in this way in order to function as good stewards as we strive to work within His perfect will. This is the only way that we are able to ensure the resources that are entrusted to us are utilized as efficiently and effectively as possible for Christ's sake. Though we do not accept designated funds, the GCC accepts and prayerfully considers all Godly counsel and wisdom it receives through its donors, contributors, and other advisors.
Custodial Care:
All funds entrusted to the GCC, both through local chapters and GCC headquarters, are deposited in specially established custodial trust accounts at various top banks located around the world. Through these accounts, funds from around the world are pooled together and made ready for use to support the various outreach projects sponsored by the GCC. The movement of all funds is handled with regular banking procedures through these special accounts. This provides a practical way for the GCC to track, manage, and provide accountability for all funds as they are invested in various outreach efforts.
Reports and Auditing:
Detailed reports relative to GCC operations around the world are prepared regularly and made available on our internet website. These reports include GCC financial statements as well project activity reports. Independently audited financial statements are also prepared and made available annually.
Accountability:
It should be noted that the GCC was established to manage funds at a level that exceeds that of most, if not all, other Christian para-church ministries and non-profit organizations. Therefore, we routinely audit not only the operations of our own organization, but also the projects that we support. Doing this helps us guarantee that all funds are properly used and accounted for via daily operating procedures and methodology. Though not intended to infringe on the autonomy of the organizations that we work with, this direct oversight helps us assure that all donations are being utilized as they were intended.
Governance, Staff, and Office Location:
A ten-member Board of Directors oversees all GCC activities. The organization's executive officers, which include the President, Administrative Director, and Finance Director, fill three positions on the Board of Directors. The GCC was initially organized by these three persons who each reside in the United States of America. The GCC's work, however, is global in scope. Therefore, the remaining members of the GCC's Board of Directors are from areas outside of the USA. Each member is personally dedicated solely to the service of the GCC ministry during his or her tenure on the Board of Directors.
Day-to-day operations of the GCC are managed by the ministry's executive officers and administrative staff. Administrative staff positions include the Chapter Coordinator, Technology Coordinator, Logistics Coordinator, Outreach Coordinator, Public Relations Coordinator, and Project Analyst. Each of these persons lead a team of one or more other persons to effectively carry out the enormous task of running a global organization like the GCC.
The GCC's headquarters are located in Knoxville, Tennessee, USA, where it shares space with the Tennessee Great Commission Coalition local chapter office.
At the local chapter level, typical staff positions include an Operations Director, Local Prayer Coordinator, Church Coordinator, Fundraising Coordinator, and Communications Director.
Project Selection:
The Lord has raised up tens of thousands of leaders among us. Through them, literally thousands of outreach projects of every conceivable description are being undertaken. Still, many more efforts are needed to reach the whole world for Christ. The GCC finds that its sole purpose, as God gave it to us, is to support many of these new projects. In particular, the GCC works to support saturation evangelism and church planting projects that have been designed to touch 10,000 lives or more at a time. Projects must also meet the following project selection criteria:
- the project must be a faith-based initiative
- proselytizing or promotion of a particular denomination, non-denomination, etc. is not allowed (we are spreading the gospel to see souls saved, not building any particular denomination, non-denomination, etc.)
- the project must be well organized and prepared
- the project must provide a means for the follow-up and discipleship of new believers
- the project must try to address the physical and/or economic needs of the people who are being evangelized to the maximum extent possible.
Project selection initially begins with an application process. Because God is continually at work, we have no set deadline for submission of an application. The application is only used to formally request project assistance, and to show that the project design has been thoughtfully and thoroughly considered from start to finish. GCC staff review all applications to determine whether or not GCC support appears to be necessary and appropriate.
Projects that receive preliminary approval are subsequently assigned to a project specialist for processing. The project specialist typically meets onsite and/or in the field with the applicant. During the course of this extensive interview, additional details are gathered to help the GCC Board determine what extent of assistance is needed to successfully implement the outreach project. Ultimately, the project specialist prepares his/her report with specific recommendations for how to assist the project and submits it for prayer and consideration by the Board of Directors.
Following the leading of the Lord, the Board of Directors will either approve or delay GCC support for the project. It takes a unanimous vote from the Board of Directors to approve all projects. If the vote is not unanimous, GCC support is delayed until further prayer and preparation result in a unanimous vote to proceed.
Implementation:
GCC supported outreach projects are implemented and managed by the group that initiated and/or developed it. The GCC generally does not take an active role in the implementation and management of a project unless intervention becomes necessary to keep the project from failing.
From time to time, the GCC may develop and implement an outreach project in a particular area or for a particular people group if the Lord burdens our hearts to do so. It is GCC policy, however, to try to identify another ministry organization or church that God has raised up that is willing to lead the project before moving forward to implement the project on its own.
